The American Jewish Committee (AJC) has voiced strong support for the launch of the United Nations’ first-ever “Action Plan to Monitor Antisemitism and Enhance a System-wide Response.” This initiative, led by Under-Secretary-General Miguel Moratinos, aims to combat the rising tide of antisemitism both within the UN system and across the globe.
AJC CEO Ted Deutch expressed his approval, noting that the new plan is a critical step for the UN to address the growing global surge of antisemitism, especially in the wake of the October 7, 2023, Hamas attacks against Israel. “The United Nations has a responsibility to counter the global surge in antisemitism, including antisemitism within the UN itself, and this Action Plan is a first step in meeting that obligation,” said Deutch. He emphasized the expectation that the plan will be fully implemented and deliver tangible results, citing the heightened sense of alienation and hostility felt by Jewish communities due to actions taken by some UN bodies.
The Action Plan recognizes the devastating impact of the October 7 attacks on Jewish communities worldwide, citing an unprecedented increase in antisemitic incidents since the attack. The plan highlights the fear of physical harm and the need for Jews to conceal their identities to avoid harassment or violence.
Key aspects of the plan include:
- Acknowledgment of the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism, which has been adopted by 45 UN Member States and remains the only definition used globally.
- The development of training for all UN staff to recognize and respond to antisemitism, including Holocaust denial and distortion.
- A commitment from UN senior officials to denounce antisemitic incidents publicly.
- The creation of a monitoring mechanism to track the implementation of the Action Plan and consult with Jewish organizations and communities.
Rabbi Andrew Baker, AJC’s Director of International Jewish Affairs, played a key role in assisting Under-Secretary-General Moratinos during the development of the plan. AJC’s Jacob Blaustein Institute for the Advancement of Human Rights (JBI) also contributed to the effort.
The UN’s Action Plan marks a significant milestone in the global effort to combat antisemitism, and AJC urges the full and prompt implementation of its provisions to ensure a more secure and inclusive world for Jewish communities.
