In a decisive move to combat hate and promote inclusivity, the Town of Whitby is actively pursuing measures to ban the display of Nazi symbols and other forms of hate propaganda on all town-owned properties. This initiative underscores the town’s commitment to fostering a safe and welcoming environment for all residents.

On February 24, 2025, during a Committee of the Whole meeting, Whitby Council discussed a motion directing the Chief Administrative Officer (CAO) to draft a by-law prohibiting the display of Nazi symbols and iconography on any town property, including assets owned by municipal agencies, boards, or commissions. An exemption is specified for educational and research purposes, and the motion recommends imposing the maximum penalty permitted under provincial statutes for violations.

In addition to the proposed by-law, a second motion was introduced, instructing town staff to establish a policy framework that reinforces the provisions of the Criminal Code of Canada and the Ontario Human Rights Code. This framework aims to clarify that all forms of hate propaganda, including symbols that promote or incite hatred or violence, are banned in town facilities and on town property. Both motions have been referred to staff for further reports and recommendations.

Whitby Council has also demonstrated support for broader legislative action by endorsing B’nai Brith Canada’s call for the federal government to ban the public display of Nazi symbols and iconography nationwide. This endorsement aligns with the town’s local initiatives and reflects a unified stance against hate symbols at both municipal and national levels.

These actions follow a series of antisemitic incidents in Whitby, including the discovery of swastikas burned into a soccer field and graffiti in public spaces. Community leaders and residents have expressed strong support for the council’s proactive measures, emphasizing the importance of creating a community that stands firmly against hate and discrimination.

As the CAO and town staff work on drafting the by-law and policy framework, further consultations with legal experts, community organizations, and residents are anticipated to ensure the measures are comprehensive and effectively enforceable. These steps reflect Whitby’s dedication to upholding values of diversity, inclusion, and mutual respect within the community.
