The speakers explicitly urge followers to “use the legal system, the law… to change the law,” calling for the “implementation of Sharia law through political power” by first targeting local governments before advancing to higher offices. One orator declared, “Islam is jihad. Islam is a social system. Islam is a political system,” insisting that “Allah commands us to change and replace this system.”
