A recent Change.org petition by pro-Palestinian constituents in Winnipeg South Centre has ignited controversy by attempting to twist the facts surrounding a protest outside the Asper Jewish Community Centre. The petition argues that MP Ben Carr’s call for bubble legislation to prevent protests in front of religiously affiliated facilities is misguided because, according to the petition, the event being protested was merely political and not a religious ceremony. However, the petition’s narrative is not only flawed but is also part of a broader tactic aimed at undermining measures designed to protect vulnerable community spaces.
In his widely circulated social media post, MP Ben Carr stated, “I have long called for bubble legislation that will prevent any religiously associated facility from being the target of intimidation and protests.” His post came in response to planned protests outside the Asper Jewish Community Centre in Winnipeg, a facility that houses a Jewish school, daycare, a museum honoring Holocaust victims, and offices for Jewish Child and Family Services. Carr’s stance has been clear: no group should intimidate places that are vital to our community’s security and heritage.

The petition, however, claims that the protest in question was in response to an event organized by Students Supporting Israel, a non-religious group that featured two Israel Defense Forces soldiers. Petitioners argue that this event was political rather than religious, and they question why such an event should be subject to the same protective measures that Carr advocates for genuine religious facilities. They cite sections of the Canadian Charter of Rights and Freedoms to insist on unrestricted freedom of speech and peaceful assembly, even for groups that express dissenting political opinions.
Critics of the petition are quick to point out that the inherent difference between a political rally and a religious facility cannot be ignored. For decades, Jewish institutions have faced targeted intimidation and hostility; maintaining a protective buffer is not about suppressing political dissent but about ensuring the safety of families, children, and community members in spaces dedicated to faith and heritage.
“This petition is an attempt to blur the lines between a protest against political actions and the vitally important protection of Jewish community spaces. MP Carr’s call for bubble legislation is not meant to silence political views but to secure areas where vulnerable people gather. When young children, daycare attendees, and the elderly are on the premises, no protest should be allowed to create an atmosphere of fear.”
Such sentiment is echoed by numerous community leaders who believe that the petition is strategically designed to attack common-sense measures that have long shielded religious sites from harassment.
The petition’s failure to acknowledge the long history of intimidation against Jewish community facilities is seen as a gross oversight. Jewish institutions around the world have often been the target of demagogic protests and hate-driven rhetoric. Protective legislation ensures that these establishments remain safe havens, a principle that MP Carr steadfastly supports.
While the petition calls for Ben Carr to update his April 1 social media post and clarify his stance on free assembly, its focus is misplaced. Instead, the issue is the proven need for protective measures that guard our most sacred communal spaces against harassment, regardless of whether the protest is politically or religiously motivated.
As the debate intensifies amid a charged political climate and an approaching federal election, it is vital to recognize that safeguarding our community does not come at the expense of freedom of expression. The Jewish people deserve better than mischaracterizations that seek to undermine essential protections for our places of worship and communal gathering. In this heated discourse, common sense must prevail, ensuring that the rights and safety of our community remain paramount.

Thank you for this clear update. Yesterday I received the petition to sign, from the NDP candidate’s campaign. I am a member of that constituency association but that was my first awareness of what they were up to.
Here is what I replied to them:
“Below is a petition asking him to back track his statements and commit to upholding freedom of speech. please read, and support if you agree” (from their message)
“Trying to silence and force our political opponent to recant a statement about his political agenda because we don’t like it, all in the name of “free speech”, is a bizarre way to try and start an already failed campaign….
I was going to volunteer to do pamphlet drops, but until you clean up your act, forget any support …
And by the way, it’s shameful that you do not condemn, but support, that vicious racism, an example of which occurred at the Jewish campus.”
