Toronto Councillor James Pasternak Backs Faith Leaders’ Call For Bubble Zone Bylaws To Protect Places Of Worship

New bylaw aims to safeguard faith-based institutions from protester intimidation and ensure safe, unimpeded access for worshippers and students

In response to growing concerns from faith communities over protester blockades and intimidation, Toronto City Councillor James Pasternak (Ward 6 – York Centre) has voiced strong support for the adoption of bubble zone bylaws designed to protect vulnerable religious and cultural institutions.

On May 20, 2025, a coalition of faith leaders gathered at Toronto City Hall to urge City Council to pass a bylaw that would create safe zones around places of worship, faith-based schools, daycares, and cultural centres. The proposed “bubble zone” bylaw aims to prevent protesters from blocking entrances or intimidating visitors, ensuring that all Torontonians can freely access these institutions without fear or harassment.

Councillor Pasternak emphasized the importance of balancing Charter rights, stating, “Cities are judged on how they protect and support their minority groups. It is imperative that the City of Toronto take added measures to protect places of worship, faith-based daycares and schools, and other vulnerable institutions. Everyone must be free of harassment, incitement, and hate. Charter rights are for everyone and not just the protestors. One must be able to access their place of worship, take their children to school or access cultural centres without being blocked by protestors. We need ‘bubble zone’ bylaws to ensure everyone has Charter rights.”

This initiative follows a directive given to the City Manager in December 2024 to prepare a bylaw amendment addressing these safety concerns. If approved by City Council, the new regulations will come into effect on July 2, 2025, providing much-needed peace of mind to faith communities across Toronto.

The issue has gained urgency amid a rise in protest activities targeting various faith groups, including Jewish, Christian, Muslim, and other religious institutions. Community leaders have reported incidents where protesters have disrupted services, blocked access, and created an atmosphere of intimidation.

York Centre, represented by Councillor Pasternak, is one of Toronto’s most diverse wards, home to over 110,000 residents from a wide range of cultural and religious backgrounds. Pasternak, who chairs the North York Community Council, has been an active advocate for community safety and inclusivity.

Local Jewish organizations and other faith groups have welcomed the proposed bylaw, viewing it as a critical first step toward protecting religious freedom and fostering harmony in Toronto’s multicultural landscape.

As the July implementation date approaches, City Council is expected to finalize the bylaw, signaling Toronto’s commitment to safeguarding its diverse communities from harassment while respecting the rights of all citizens.
